Dickinson State University is working to confirm if programs meet the educational prerequisites for professional licensure or certification outside the state of North Dakota. Licensure information is reviewed and updated on this site annually. Students should always check with their state’s licensure board to confirm licensure requirements.

Licensure differs for each state. Based on North Dakota standards and requirements, the comparison below provides reciprocity for licensure information; however, this comparison may not list all the differences in licensure. If you have additional questions, please refer to the state’s licensing agency in the location you plan to pursue employment upon completion of your program. If you have any questions, please contact your academic dean for guidance.

Associate in Applied Science in Practical Nursing

The Associate in Applied Science in Practical Nursing (AASPN) Program at Dickinson State University (DSU) meets the state education requirements for a Licensed Practical Nurse (LPN) nursing license in the states of North Dakota, Montana, South Dakota, Wyoming, Minnesota, Colorado, Florida, and Michigan.

Dickinson State University has not determined if the AASPN Program at DSU meets the state education requirements in any other state, any U.S. Territory, or the District of Columbia.

Idaho N Can apply  for Idaho licensure if you have a valid, out-of-state teaching license or hold at least a bachelor's degree and have completed an approved teacher training program within the last two years. The training program must be approved by the National Council on Accreditation of Teacher Education, Teacher Education Accreditation Council, or the Council for the Accreditation of Educator Preparation.
Illinois Y  Valid out-of-state certificate in a comparable subject area and grade level. If you meet these requirements, you will be eligible for an Illinois Professional Educator License.
Indiana N Indiana grants full reciprocity. 
Iowa N Out-of-state candidates with less than three years of teaching experience may be eligible to receive an Initial License, valid for two years and renewable up to two times. These candidates must complete the required Iowa assessments prior to receiving a Standard License if they completed their program after January 1, 2013. Out-of-state candidates with three or more years of teaching experience on a valid license are eligible to receive a Standard License. 
Kansas N Regulations provide a number of licensing options to guarantee access to start teaching to all applicants who hold a valid full or standard out-of-state license or certificate issued after the successful completion of a state approved preparation program. 
Kentucky N Kentucky is part of the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement; therefore, the state accepts recommendations from teacher preparation programs from state-accredited colleges and universities in many states. Cases are evaluated on an individual basis.
Louisiana N Louisiana offers two types of teaching certificate to applicants who are from out-of-state and who have also completed teacher education program and currently hold a valid teaching certification from their state. The first certification, for those who have completed the Louisiana Praxis examination or the NTE examination, is a Level 1 Professional Certification – valid for 3-years. The second option is the Out-of-State Certification. The Out-of-State certification is for those who have not yet completed the examinations required by Louisiana. This certification is good for 3 years and is not renewable. You must complete required deficiencies during this 3 year period.
Maine N The state of Maine offers current teachers, or those who qualify for teacher certification, in others states to earn teaching certification in Maine through evaluation of out-of-state teacher education programs and examinations.
Maryland N Maryland grants full reciprocity. 
Massachusetts N Massachusetts participates with every state and the District of Columbia through the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement to accept candidates' state approved educator preparation program or possession of the equivalent of at least an Initial license/certificate. Please note that the interstate agreement does not exempt candidates from degree, testing and/or prerequisite requirements applicable to the license sought.
Michigan N Michigan offers two types of certification to teachers from out-of-state who wish to teach in a Michigan classroom. The first option, Provisional Certificate, is for teachers from out-of-state who hold a valid teaching certification, but do  not meet Michigan’s examination requirements. The second certification is the Professional Education Certification, which is available to teachers from out-of-state who hold a valid teaching certification and have met the examination requirements of Michigan. 
Minnesota Y Minnesota's four-tier teacher certification system includes different levels with specific requirements. A Tier 1 license, valid for one year and renewable three times, requires a bachelor’s degree, though an associate degree, professional certification, or five years of relevant work experience is sufficient for CTE and CP. (**only tier 1 requirements listed here)
Mississippi Y The department shall grant a standard five-year license to any individual who possesses a valid, standard license from another state within a period of twenty-one (21) days from the date of a completed application. 
Missouri Y The required steps for an out-of-state teacher to certify to teach in Missouri will depend upon if the candidate has a teaching license from another state or was educated in another state, but did not pursue a teaching license in that state. After submitting documentation, most candidates with a teaching license from another state will be able to transfer their teaching license to a comparable teaching license in Missouri. Candidates who do not have a teaching license from another state will have to submit additional documentation and may have to complete additional coursework and take Missouri's certification assessments.
Montana Y The state of Montana offers teachers from out-of-state two options for Montana teacher certification. The first option is the Standard Certification and will be issued to those with a Bachelor’s degree and verification of an out-of-state certification. The second option is the Professional Certification and is issued to individuals who hold a master’s degree and can provide verification of their teaching certification from out-of-state as well as proof of at least 3 years of teaching experience.
Nebraska N Nebraska does not have full reciprocity with other states, but  recognize approved teacher preparation programs from other states. The coursework needs to appear on an official transcript from a standard institution of higher education, which is defined as any college or university whose educator preparation program is fully approved by the board or comparable agency in any other state or country. 
Nevada Y If you are applying for licensure with Nevada and currently have a valid, non-conditional, non-provisional license from another state, you may be eligible for reciprocal licensure. Reciprocal licensure, in most cases, will waive the testing requirements for Nevada and allow NDE staff to do the evaluation based on a license-for-license basis.
New Hampshire N Teachers licensed in another state must pass the Praxis Core or an approved basic skills test. Teachers with a full teaching license or certificate from another state are exempt. Certification in some subject areas requires passing the appropriate Praxis Subject Assessment. Candidates for some certifications must pass the New Hampshire Foundations of Reading test or an approved equivalent.
New Jersey N Out-of-state educators seeking New Jersey certification must meet specific requirements depending on the type of certificate. For a Certificate of Eligibility (CE), there is no reciprocity, and all New Jersey CE requirements must be met. For a Certificate of Eligibility with Advanced Standing (CEAS), educators must have a valid CEAS equivalent, complete a CEAS educator preparation program with student teaching, and pass a subject-matter test. For a Standard Certificate, educators must either have a valid standard certificate from another state with two effective years of teaching experience within the last four years or hold a National Board of Professional Teaching Standards certificate in the equivalent subject area/grade level.
New Mexico N New Mexico offers teachers from out-of-state the ability to earn New Mexico teaching certification based on previous experience, education and certification from other states. 
New York N New York offers teachers from out-of-state to use their previous experience, education and licensure to apply for similar licensure in the state of New York. 
North Carolina N If you have completed a teacher preparation program, fulfilled examination requirements, acquired a valid certification in your state, but have completed less than 3 years of experience, you will apply for an SP1 Certification. If you have completed 3 years or more of teaching experience, you will need to apply for an SP2 Certification. 
Ohio N The state of Ohio will accept out-of-state applicants who either hold a valid teaching certification or have completed an accredited teacher preparation program outside the state of Ohio. You will need to provide proof of a valid teacher certification from your state and proof of experience, or proof of the completion of your teacher preparation program.
Oklahoma Y The state of Oklahoma will accept proof of current, valid teacher certifications from other states for current teachers seeking teacher certification in Oklahoma. However, if your current certifying state has differing standards than Oklahoma, you may be held responsible to fulfill any deficiencies acknowledged by a certification analyst at the Oklahoma Department of Education. 
Oregon N  An out-of-state  license is used only as a basis for qualifying for the Reciprocal Teaching License. The out-of-state or out-of-country licensed applicant must apply for and receive the Reciprocal Teaching License or another non-provisional teaching license for which the applicant qualifies prior to employment in any Oregon public school, charter school or education service district.
Pennsylvania N Through the NASDTEC Interstate Agreement, Pennsylvania allows individuals who have completed a teacher preparation program, or who have already become teachers in other states, to be awarded Pennsylvania teaching certification through reciprocity. 
Rhode Island N The state of Rhode Island offers reciprocity as an avenue to teacher certification for teachers holding valid teaching certification from out-of-state. Applicants must hold a valid and comparable certification to the Rhode Island teaching certification they are applying for. Applicants must also meet any other requirements associated with the Rhode Island teaching certification that they currently have not met. 
South Carolina N South Carolina offers educators from out-of-state the opportunity to use reciprocity agreements and their current credentials to gain teaching certification in South Carolina. There are two main certifications available to out-of-state teachers: 1.)  Reciprocal Initial Certification and 2.) Reciprocal Professional Certification. The Reciprocal Professional Certification requires verification of at least 27 months of full-time teaching experience. The Reciprocal Initial Certification is for candidates who have not yet gained 27 months of professional experience.
South Dakota N The state of South Dakota allows teachers from other states to use verification of out-of-state teaching certification to qualify them for South Dakota teaching certification as long as all requirements are met through the out-of-state certification process.
Tennessee N Out-of-state teachers who wish to teach in Tennessee will need to complete an Out-of-State Certification application as well as supply additional material such as your current, valid teaching credential. The state of Tennessee has signed both the NASDTEC Interstate Agreement as well as the National Council for Accreditation of Teacher Education which covers all states. 
Texas N Individuals who hold a standard certificate to teach in another state or territory, seeking certification in Texas, must first apply for a review of credentials. A standard certificate is defined in TAC §230.111(c).   Texas does not have reciprocity with any state.
Utah N The state of Utah allows teachers and individuals who have completed an accredited teacher preparation program out-of-state to use their current credentials to become certified in Utah. 
Vermont N Vermont allows teachers and individuals who have completed teacher education programs out-of-state to use their current credentials to qualify for licensure in the state of Vermont. The avenue toward certification is still deemed a Traditional Approach toward certification and you will need to complete the same Traditional Route application.
Virginia N The state of Virginia allows out-of-state teachers the ability to qualify for teaching certification in Virginia through reciprocity. Out-of-state teachers will need to complete the regular Application for Virginia Licensure and provide all material that is detailed in the application.
Washington N The state of Washington now accepts verification of credentials and completion of accredited teacher preparation programs from out-of-state as a means toward qualifying for teacher certification in Washington. The NASDTEC Interstate Agreement has facilitated the use of out-of-state credentials, however, all qualifications will be analyzed and out-of-state certification does not guarantee qualification for Washington teacher certification. All deficits will need to be completed prior to receiving professional certification in Washington
West Virginia N Under West Virginia Code, out of state applicants seeking initial licensure in the state of West Virginia, based on reciprocity, are required to meet specific requirements, including holding a valid teaching certificate or a certificate of eligibility issued by another state, must have graduated from a state-approved educator preparation program at a regionally accredited institution of higher education, and have successfully completed a student teaching experience or equivalent in the state in which the approved program was completed.
Wisconsin N If you have completed a state-approved educator preparation program that meets the following requirements you may apply through the Out-of-State application pathway: offered through an accredited four-year college or university; offered at the bachelor’s, post-baccalaureate, or master’s degree level for teaching; offered at the master’s, education specialist, or doctorate level for pupil services or administrator licensure; comparable to Wisconsin in its requirements for licensure based on Wisconsin Administrative Code PI 34; resulting in a license that exists in Wisconsin; approved by the state education department where the approved program is headquartered. Teachers and administrators who have been offered employment in a Wisconsin school may be eligible for a License Based on Reciprocity if they hold a license in good standing from another state and have at least one year of experience under that license.
Wyoming Y Wyoming will recognize out-of-state alternative licensure or certification IF the following requirements are met: You have taught three (3) out of the last six (6) years in a state accredited school in the state in which you hold an active, valid license. (This does not include the years you may have taught prior to being fully certified.) Your license is in the area in which you taught the last three (3) out of six (6) years. Added endorsements are recognized in the same manner as described above.

Bachelor of Science in Nursing Completion Program

The Bachelor of Science in Nursing (BSN) Completion Program at Dickinson State University meets the state education requirements for a Registered Nurse (RN) nursing license in the states of North Dakota, Montana, South Dakota, Wyoming, Minnesota, Alaska, California, Colorado, Florida, Nevada, Pennsylvania and Utah.

Dickinson State University has not determined if the BSN Completion Program at DSU meets the state education requirements in any other state, any U.S. Territory, or the District of Columbia.

State Authorization Reciprocity Agreement (SARA)

Through the NC-SARA agreement, Dickinson State University is authorized to offer online degree programs in the following states. Prospective students should be sure their home state is listed below:

DSU has a strong commitment to highly ethical and moral principles. Our institution has established a Misconduct Report Policy to assist students, staff, and faculty with any concerns they may have in a quick and fair manner.

In the event of an issue, open communication between those parties involved is encouraged for the matter to be resolved without the need to file a formal complaint. However, if an attempt to resolve the issue does not come to fruition, or if the matter is more serious in nature, either party may follow the Formal Complaint Process.
